The electronic payment needs of people on low incomes

This research aimed to understand the issues for low-income consumers in the use of electronic payment services and to understand how welfare reform will impact on the payment services needs of people on welfare benefits.  Key unmet needs for those on low-incomes included: real-time balances and processing of all payments; payment mechanisms for regular commitments that enable consumers to prioritise, scale and flex timing of payments around cash flow and competing needs; a bank account pricing structure in which charges levied for account irregularities are proportionate to flows through account.
